During the course of the Declared Emergency, I have issued Executive Orders relating to Food Halls, and the original basis for this order has not changed: NOW, THEREFORE, I, Melvin Carter, Mayor of the City of Saint Paul, do hereby extend the following Emergency Executive Order: Pursuant to Chapter 13 of the Saint Paul Legislative Code, the above listed Executive Order remains in effect upon my signature and, if not sooner rescinded or later extended, shall expire at the end of forty (40) days after the effective date or at the end of the declared local emergency to which they relate, whichever occurs first. 12.31, Subd. On March 16, 2020, Minnesota Governor Tim Walz issued Executive Order 20-04 which ordered the temporary closure of Minnesota restaurants and bars to dine-in customers and also ordered the temporary closure of places of public accommodation and amusement, including but not limited to: theatres, museums, fitness centers, and community clubs; and Bars, taverns, brew pubs, breweries, microbreweries, distilleries, wineries, tasting rooms, clubs, and other places of public accommodation that offer alcoholic beverages for on-premises consumption until April 10, 2020. During the course of the Declared Emergency, I have issued several Executive Orders, two of which expire on August 22, 2020 and the original basis for these orders has not changed: During the course of the Declared Emergency, I have issued several Executive Orders, one of which expires on August 22, 2020: Executive Oder 2020-5 was issued based on findings that: The Citys Department of Safety and Inspections has been in contact with the Skyway Governance Advisory Committee (Committee) regarding ongoing skyway hours. Any Individual who fails to comply with this requirement will be asked to leave any city- controlled property. I, Melvin Carter III, Mayor of the City of Saint Paul, on August 27, 2020, pursuant to Saint Paul Legislative Code Section 13.06, do hereby issue the following Executive Order: On August 27, 2020, pursuant to Minn. Stat. This Declaration has been extended and remains in effect. THEREFORE, I, Melvin Carter, Mayor of the City of Saint Paul, do hereby issue the following Emergency Executive Order: I, Melvin Carter III, Mayor of the City of Saint Paul, on May 24, 2021, pursuant to Saint Paul Legislative Code Section 13.06, do hereby issue the following Executive Order: WHEREAS, on May 20, 2020, the Minnesota Department of Employment and Economic Development released industry guidance that allowed bars and restaurants to safely reopen on June 1, 2020, subject to certain restrictions; and, WHEREAS, on May 27, 2020, Governor Walz issued Executive Oder 20-63 that included restrictions for outdoor service provided by restaurants, food courts, cafes, coffeehouses, bars, taverns, brewer taprooms, micro distiller cocktail rooms, farm wineries, craft wineries, cideries, golf courses, and other Places of Public Accommodation offering food or beverages (including alcoholic beverages) for on premises consumption; and, WHEREAS, on May 27, 2020, I issued Executive Order 2020-10 which eliminated certain City requirements to facilitate commercial uses of outdoor spaces, and this Order has since been amended several times; and, WHEREAS, on several occasions I have extended and amended Executive Order 2020-10, the most recent amendment being Executive Order 2021-5 signed January 19, 2021; and, WHEREAS, on May 6, 2021, Governor Walz announced a three-step timeline to end nearly all state COVID-19 restrictions by May 28; and, WHEREAS, the Governors timeline removed state limits for outdoor dining as of May 7, 2021, and ended the state outdoor mask requirement except at large venues with over 500 people; and, WHEREAS, beginning May 27, 2021, at 11:59 p.m., the Governors timeline lifts all state capacity restrictions, party size limitations, and distancing requirements at restaurants and bars; and, WHEREAS, notwithstanding the Governors timeline to end nearly all of the states COVID-19 restrictions, Saint Paul businesses remain impacted by reduced business related to COVID-19; and, WHEREAS, according to the U.S. Census Bureau, more than 4 in 10 Minnesota small business owners expect that it will be six months or more before their business returns to its normal level of operations; and, WHEREAS, even though the spread of COVID-19 has slowed and vaccinations are becoming widely available, the impact of COVID-19 pandemic will continue to be felt; and. I, Melvin Carter III, Mayor of the City of Saint Paul, on February 23, 2022, pursuant to Saint Paul Legislative Code Section 13.06, do hereby issue the following Executive Order: On March 13, 2020, Minnesota Governor Tim Walz issued Executive Order 20-10 Declaring a Peacetime Emergency and Coordinating Minnesotas Strategy to Protect Minnesotans from COVID-19 pursuant to Minn. Stat. Therefore, they are requesting that the skyway closing hours remain at 7:00 p.m. A photo identification is not required for individuals under the age of 18. No 2130, Section 9 (Special Law) which allows the City of Saint Paul to create and issue an On-Sale Intoxicating Beverage Food Hall License; and, WHEREAS, the Keg and Case Market worked with the Legislature on this request for a Special Law; and, WHEREAS, the Special Law provided that, subject to requirements, this license type may allow service and consumption anywhere within the defined premises as long as consumption of licensed beverages sold by the license holder is within a food establishment area or common areas within the licensed premises; and, WHEREAS, the Special Law required the City of Saint Paul to comply in a timely manner with Minnesota Statutes Section 645.021, which required approval by resolution of a majority vote of all members of the governing body or unit; and, WHEREAS, the Council of the City of Saint Paul considered, adopted and approved the Special Law by RES 20-133 on October 7, 2020; and, WHEREAS, an amendment to Saint Paul Legislative Code Sections 409.03 and the addition of Saint Paul Legislative Code Section 409.32 is necessary to allow the City of Saint Paul to define, create and Issue On-Sale Intoxicating Beverage Food Hall Licenses; and, WHEREAS, under Saint Paul Legislative Code Provisions contained in Chapter 409 and City Charter Chapter 6, these amendments and additions would require notice, two Council Readings, a Public Hearing and another hearing before adoption; and, WHEREAS, after adoption, the changes allowing issuance of an On-Sale Intoxicating Beverage Food Hall License would not take effect and be in force until thirty (30) days following its passage, approval and publication; and, WHEREAS, this time delay may cause businesses like Keg and Case to close permanently; and, WHEREAS, allowing for the creation and issuance of the On-Sale Intoxicating Beverage Food Hall License will support Keg and Case and other businesses working to find creative solution to help them survive the COVID situation; and. Events/gatherings of any size should only be continued if they can be carried out with adherence to guidelines for protecting vulnerable populations, hand hygiene, and social distancing (6 ft). This Declaration has been extended and remains in effect. Although onditions have improved, threats to public safety remain. The curfew has been critical in preventing further risk to public safety and destruction to property. Minneapolis and St. Paul Issue Mask Mandates - The National Law Review 21-65 which took effect on February 5, 2022 and raised license fees for many of these businesses. Code Chapter 13.06(b) provides that, whenever necessary to meet an emergency the mayor may by executive order promulgate regulations for which adequate regulations have not been adopted respecting the conduct of persons and the use of property during emergencies; and all other matters which are required to protect public safety, health and welfare in emergencies. WHEREAS, earlier this winter, the National Weather Service (NWS) forecasted a potent storm system which was forecasted to entail multiple hazards, including but not limited to: WHEREAS, these and similar hazards are likely to occur throughout the winter and will place individuals experiencing unsheltered homelessness at extreme risk. The Planning Administrator, through the Director of the department of planning and economic development, in continuing response to the directive in the Emergency Declaration, has advised that certain City zoning ordinances require zoning permit applicants to first obtain the consent of owners of property located near the zoning applicants property in order for their zoning applications to be considered by the City. NOW, THEREFORE, I, Melvin Carter, Mayor of the City of Saint Paul, do hereby issue the following Emergency Executive Order: I, Melvin Carter III, Mayor of the City of Saint Paul, on January 14, 2022, pursuant to Saint Paul Legislative Code Section 13.06, do hereby issue the following Executive Order: WHEREAS, on March 15, 2020, I issued an Emergency Declaration in response to the COVID-19 pandemic pursuant to Minn. Stat. The potential for community contact transmission is especially concerning for vulnerable individuals, emergency workers, and other essential workers who continue to provide services to the community. St. Paul Public Schools will drop mask mandate starting Monday On March 16, 2020, the Executive Council approved an extension of the peacetime emergency. The declaration of a Snow Emergency; or B. 2. The percentage of county residents . The following Executive Order is extended: Executive Order 2020-40. This declaration supersedes all prior declarations. The Minneapolis and St. Paul mayors announced Thursday morning that they are lifting the mask requirements in both cities effective immediately. For these reasons, downtown leaders have expressed concerns regarding the safety of downtown residents, businesses and the skyway system infrastructure and requested that the skyway system be closed from 2:00 p.m. on June 5, 2020 through 6:00 a.m. on June 6, 2020 in order to protect the residents and these major assets. WHEREAS, serious threats to health and safety of persons and other impacts of the COVID-19 pandemic continue to be felt in the City.
